Submission: Draft Local Design Review Scheme

Thank you for the opportunity to comment on the Draft Local Design Review Scheme. Developing a scheme that promotes and supports higher quality design outcomes is
essential for South Australia’s urban future.

The Urban Future Exchange (previously known as the Australian Institute of Urban Studies SA) is a forward looking, independent, not-for-profit, membership-based organisation that exists to provoke rich conversation, deep discussion and rigorous debate about urban life in Adelaide and South Australia. Our membership is broad and balanced, and includes individuals and corporate members from the public, private, not-for-profit and academic sectors. Our members have qualifications and expertise in urban planning, law, design, industrial design, business, health, sustainability, industry and policy amongst many others, and they inform our strategy. As such, the Urban Future Exchange (previously known as the Australian Institute of Urban Studies SA) provides a unique and diverse view on South Australia’s urban and regional future.

The South Australian Planning Reforms (including the new Planning and Design Code) have been introduced to streamline the planning and development process. With this objective in mind, the AIUS SA makes the following high level recommendations for consideration:

  1. Streamline and or consolidate the roles of the Independent Design Review Administrator and the Local Design Review Administrator. Put simply, there should
    be one or a small number of administrators providing design review administration services. This will simplify the overall process, minimise duplication across the local government sector and reduce the level of effort for the Department, administrators and the pools of design review panel members.

  2. Ensure a consistent approach to the classes of development that should attract a higher degree of design scrutiny and support.
